Preamble
As the first civilizations carved laws in stone to guide humanity, so shall the Babylon Government establish the Code of Babylon—principles that uphold justice, equality, and the welfare of all. Every rule is designed to preserve trust, order, and freedom in the service of the people.
Equality Before Law – Every citizen, regardless of status, is equal under the law.
Transparent Constitution – No ruler or official may act above the law.
Accountability of Leaders – Abuse of power or acceptance of bribes leads to immediate removal.
Transparency Mandate – All government records, budgets, and decisions must be public.
No Lobbying – Influencing governance for private gain is strictly forbidden.
Protection of Rights – Life, liberty, education, and opportunity are guaranteed for all.
Freedom of Expression – Speech and thought are free, provided they do not harm others.
Community First – Every policy must prioritize the welfare and advancement of the community.
Cultural Respect – Diversity of culture, belief, and tradition shall be honored.
Environmental Stewardship – Natural resources are preserved for future generations.
Public Participation – Citizens may participate in governance through councils, referenda, and consultative bodies.
Knowledge Preservation – Education, research, and historical record-keeping are sacred duties.
No Secret Laws – All laws and amendments must be publicly declared.
Fair Economy – Wealth accumulation shall not harm social stability; exploitation is forbidden.
Protection of Workers – Labor shall be fairly compensated and work environments respect human dignity.
Rule of Evidence – No one shall be punished without clear evidence and due process.
Freedom from Oppression – Oppressive acts by individuals, groups, or authorities are immediately addressed.
Merit-Based Advancement – Positions of responsibility are awarded based on competence and integrity.
No Corruption in Education – Schools, universities, and research institutions operate free from corruption.
Guardianship of Knowledge – Ancient wisdom and modern insight guide policy.
Equality in Opportunity – Every citizen has access to tools and resources to reach their potential.
Punishment for Theft of Public Trust – Misuse of public funds or privileges carries strict penalties.
Freedom and Order – Citizens act freely as long as they do not disrupt societal order or harm others.
International Conduct – Babylon honors treaties, maintains peace, and pursues justice globally.
Innovation Encouraged – Scientific, artistic, and social innovations are supported when serving the common good.
Crisis Accountability – Leaders act transparently during emergencies and prioritize life and stability.
No Privilege by Birth – Social, political, or economic advantages based on birthright are forbidden.
Community Enforcement – Citizens monitor governance and report corruption or injustice without fear.
Legacy for the Future – Every law is evaluated for its long-term impact on society and the environment.
Sacred Duty of Governance – Government exists only to serve the people, protect justice, and honor natural order.
